I've been having a lot of luck with a $10 set of rabbit ears from Wal-Mart, the SDV2210/17. I've had one as far away as Shiocton and I was picking everyone up (including Fox 11) with the antenna in its shipping position. If you haven't tried it, I'd suggest it. It's been working much better than a lot of the fancier (and far more expensive) antennas I've seen people have, powered or not. Sometimes less is more and if you're that close this might be a case of that.
Perhaps too much signal
Perhaps too much signal overloading your front end. If you can physically SEE the tower from a few miles away, rabbit ears should be plenty. If you are TOO close, you could be overloading the front end as I said above, or if you are mega-close (like next door or within a few city blocks, you could be so close that the signal is passing overhead. The signal is beamed outwards and if you are too close, the signal will be beamed over your antenna instead of towards it.
Again, I live on the west side of a 60' tall hill with 100' tall pine and spruce trees. I live 38 miles from WLUK's tower. The hill is directly in my line of sight. I have a 100% signal.
No radio signals are perfect. You may have interference from FM radio or you may have multipath interference. The signal could be blocked by an obstruction. Perhaps your antenna is in your attic and you have foil faced insulation on the exterior walls or a metallic lining on your roof that blocks the signal. You may be using an old RG-59u cable that has moisture in it. Perhaps your cable has a tight bend in it, causing the signal to bounce around and cancel itself at channel 11's frequency.
There are many reasons why you may not get channel 11's signal. While I totally agree that WLUK should be transmitting with at least 4 times the amount of signal they currently have, WLUK did not make that power decision, the FCC did. WLUK, along with many other stations, may have been suckered into believing the FCC hype that the best digital signals would be in the VHF-hi range of frequencies. This is now being proven to not be true. Unfortunately, most stations are stuck where they are. They have a lot of investment in their towers, antennas and transmitters. It is not easy to just plain switch.
I would lay odds that if you can see the tower, there is at least a 95% chance that you can get the signal to your tv. The question is...at what cost? It may be an easy fix, or it may be a major problem having to do with a very close FM station or other interference factor.

I just don't watch WLUK much
I just don't watch WLUK much anymore. My primary TV doesn't receive WLUK since they switched channels. I go to a friend's house to watch the Packers, and I have a smaller TV with bunny ears if there is something that I need to see, but for the most part I don't watch it.
I've got a decent combo
I've got a decent combo antenna at 50 feet at my Neenah location. WLUK has always come in strong.
