I've inquired about this, and I haven't been able to confirm or deny that our market is one of the four. I would doubt it though.

While I don't see this being tested in our market, this is really going to be terrible once it does hit. If TWC ever did do this to us I would be finding a new provider as quickly as possible. Even if I am not a high user, I wan't to be able to use if I want to. I don't want to have to think twice about watching a TV show online because my crappy TWC DVR forgot to record it or the channel wasn't available because of Switched Video.
The ONLY way I could see myself being okay with it is if you could rollover your unused GBs. You'd basically pay for 250Gb per month or whatever and whatever you don't use you could use next month, or year. I would also need a very easy to use bandwidth monitoring program because I'm not going to calculate how much is being used on several comptuers in our house.

While I dont agree with capping at all, if they must do it then if the true problem is 1 percent of users using most of the bandwidth, just cap those that are the abusers.
It's their network, they can tell who the heavy users are and where they are downloading from. If they see someone download 500 gb of torrents every month, notify them of a possible cap and if they don't comply, just cap that individual user.
Don't punish me because I watch some streaming shows on my computer.

I believe (although I can't confirm it 100%) that TWC is already limiting torrent traffic here. I don't use torrents much, but there is a web series that I download about once a month that is made available via torrents. I can download the lower quality version of it via torrents no problem, but everytime I attempt to download the higher quality version (thus larger file size) via torrents, my connection dies about half way into the download. I can download it via other means just fine, but via torrents always 100% of the time equals a dead connection (which requires rebooting my modem).
Have experienced the same thing trying to download Linux distributions.

I heard they had tested this in Texas and after losing customers quickly stopped... as for capping i have the turbo speed and torrent no problem. you probably have a software issue youre not aware of.

The test in Texas is still ongoing, but it was only for new customers not existing ones. The article I posted doesn't give many specifics, but it sounds like they'll be expanding that "test" to other locales.
As far as my torrent problems. I did some research after posting what I did and it sounds like my problem may be with my 6 year old cable modem. Sounds like the model I have is a couple of generations out of date and doesn't deal with the way that torrents connect well.

I have not heard anything planned for the GB/Appleton areas. And yes, Sharkfin modems are outdated - if you being it in to a TWC store they will exchange it free of charge for you.
